Anti-gay law: World Bank postpones $90m Uganda loan

The World Bank has postponed a $90m (£54m) loan to Uganda over its tough new anti-gay law that has drawn criticism from around the world.



World Bank officials said they wanted to guarantee the projects the loan was destined to support were not going to be adversely affected by the new law.

The loan was intended to boost Uganda’s health services.

The new law, enacted on Monday, strengthens already strict legislation relating to homosexuals in the country.

It allows life imprisonment as the penalty for acts of “aggravated homosexuality” and also criminalises the “promotion” of homosexuality”.

Elimination of discrimination

The law has been sharply criticised by the West, with donors such as Denmark and Norway saying they would redirect aid away from the government to aid agencies.

US Secretary of State John Kerry has called the law “atrocious”. Both he and South African Nobel peace laureate Desmond Tutu compared it to anti-Semitic laws in Nazi Germany or apartheid South Africa.

A spokesman for the World Bank said: “We have postponed the project for further review to ensure that the development objectives would not be adversely affected by the enactment of this new law.”

The loan was supposed to be approved on Thursday to supplement a 2010 loan that focused on maternal health, newborn care and family planning.

The World Bank’s action is the largest financial penalty incurred on the Ugandan authorities since the law went into force on Monday.

In an editorial for the Washington Post, World Bank President Jim Yong Kim warned that legislation restricting sexual rights “can hurt a country’s competitiveness by discouraging multinational companies from investing or locating their activities in those nations”.

He said the World Bank would discuss how such discrimination “would affect our projects and our gay and lesbian staff members”.

In his view, he adds, fighting “to eliminate all institutionalized discrimination is an urgent task”.

Ugandan President Yoweri Museveni signed the anti-gay bill earlier this week, despite international criticism.

Ugandan authorities have defended the decision, saying President Museveni wanted “to demonstrate Uganda’s independence in the face of Western pressure and provocation”.

Uganda is a very conservative society, where many people oppose homosexuality.

FG to spend N35.83bn on ex-militants in 2014

Mr Kingsley Kuku, the Special Adviser to the President on Niger Delta, said on Friday that N35.83 billion would be spent in 2014 for the reintegration of ex-militants enrolled in the Presidential Amnesty Programme.


Kuku disclosed this in Abuja at a budget defence session with the House of Representatives Committee on Niger Delta.

He told the committee that a total budget proposal for the Presidential Amnesty Programme in the 2014 was N63.28 billion, of which N35,83 billion would expended on the reintegration component of the presidential amnesty.

He said another N23.62 billion was required for the payment of N65,000 monthly stipends to 30,000 ex-militants, adding that N3.82 billion will also be needed to cover the cost of operations in the Presidential Amnesty Office.

Kuku disclosed that about 2,200 transformed ex-militants were expected to be placed in either formal education or vocational training.

He explained further that out of the 1,100 that have opted for vocational training, 700 would be trained locally while 400 would be trained abroad.

According to him, the remaining 200 will be placed in foundation or pathway programmes that will be conducted within the country to prepare the delegates for placements for universities offshore.

He explained that of the 30,000 statutorily enlisted in the programme, 18,000 delegates have either graduated or are currently in either vocational or educational training facilities within the country and abroad.

“With this figure, we are left with a total number of 11,200 delegates awaiting placements in reintegration facilities,” he said.

The aide also informed the committee that in 2013, N38.90 billion was appropriated for the demobilised ex-agitators.

He added that in compliance with the UN Disarmament, Demobilisation and Reintegration (DDR) Charter Code, N546 million was provided for in the 2013 budget to take care of the reinsertion/transition safety allowance for 3,642 transformed ex-agitators and their leaders enlisted in the third phase of the amnesty programme.

He disclosed that in 2013, 2,400 delegates were successfully deployed to vocational training centres both within the country and outside.

“Of this number, 671 delegates have since graduated, earning globally recognised certificates in such fields as marine technology, marine mechanic, commercial driving, agriculture, drilling, boat building, oil and gas technology, automobile technology and of course aviation,” Kuku said.

Speaking further on the activities of the Amnesty Office, he disclosed that in 2013, 834 delegates were placed in about 100 universities across the world.

He also said that a total of 459 delegates were placed in private universities in Nigeria for the 2012/2013 session.

Nigerian Army among the best in the world - Chief of Army Staff

The Chief of Army Staff, Lt-Gen. Kenneth Minimah, said on Friday that the Nigerian Army was among the best in the world.



Minimah, who is also the reviewing officer, made the statement at the passing out parade of 70 Recruits Intake Trades Men/Women held at the Depot Nigerian Army, Zaria, Kaduna.

“With the calibre of young soldiers there is no doubt the Nigerian Army is not only Africa’s finest, Nigerian Army also ranks best among her contemporaries in the world.

“Its exemplary performance in internal security operations as well as peacekeeping operations has been widely commended,” he said.

Minimah lauded the Nigerian Army Schools for giving the recruits special training in different trades.

He said the Army Schools provided trades works training to the recruits while the Depot Nigerian Army provided them with training in weapon handling, drilling, field craft and general administration among others.

The COAS charged the graduating recruits to exhibit high sense of discipline, dedication, selflessness, resilience and commitment to service.

“I urge you to remain focused, committed, selfless, disciplined and loyal. You must not engage in anything that will tarnish the image of the Nigerian Army and the nation at large.”

The Army boss lauded the Depot Nigerian Army for demonstrating high skills in moulding the soldiers to serve the country to the best of their abilities.

He noted that there was increasing demand for higher qualification in recruits.

Centenary celebration: Video shows Nigeria as indivisible - Jonathan

President Goodluck Jonathan on Thursday at the centenary celebrations in Abuja said the video tribute show captured the strong existence of Nigeria as one strong, united and indivisible nation.


The President said this at the centenary multimedia and fireworks show.

He said the show was an indication of the essence of the Nigerian state.

”The multimedia show was conceived as one that will only guarantee a memorable and poignant experience of the 100 years of Nigeria’s existence,” Jonathan said.

NEMA introduces air ambulance service

The National Emergency Management Agency (NEMA) said on Friday that it had introduced a nationwide air ambulance service with the hub in Abuja.

The Director-General of the agency, Alhaji Sani Sidi, said this in Sokoto.


Sidi spoke through NEMA’s Director of Administration and Supplies, Dr Zanna Mohammed, during a courtesy call on the Secretary to the Sokoto State Government, Alhaji Sahabi Gada.

Sidi said that the service currently had a pioneer CESSNA-model air ambulance which had been fully equipped.

The aircraft has been fully equipped with all the required state-of-the-art, medical facilities and well-trained medical doctors and other para-medics.

“For now, the service would be coordinated from the air ambulance service’s hub in Abuja and it would cover the whole country,” he said.

According to him, the ambulance could effectively and efficiently reach any part of the country within the earliest time possible.

Sidi further said that the agency had adequately provided all the needed communication, search and rescue facilities nationwide.

Similarly, the agency has stockpiled huge reserves of equipment and relief materials required for urgent assistance to disaster victims in distress.

“These include helicopters, vehicles, ambulances, tents, assorted food items, blankets and mattresses,” he added.

Sidi stated that NEMA was implementing the Federal Government’s agenda by being proactive and diligent in all its activities.

He also said that the agency was meaningfully engaged with all the emergency management agencies in the country and other stakeholders.

This, he said, was necessary as disaster risk management and mitigation was a collective responsibility.

Sidi said that the agency had set up a new zonal office in Sokoto to take charge of Sokoto, Kebbi and Zamfara states.

“The new zonal office was carved out from the hitherto Kaduna Zone to allow for more efficient, fast and less-cumbersome response and mitigation of disasters.

“The Sokoto State Government, just like others in Nigeria, has been an active partner with NEMA and we will continue to appreciate this,” the director-general said.

Gada commended NEMA for establishing the new zonal office, promising to sustain the existing cordial relationship between it and the government.

“We will continue to tirelessly work together with the agency to ensure the success of its commendable activities,” Gada pledged.

Adamawa governor escapes death after Boko Haram attack

Governor Murtala Nyako of Adamawa State Friday escaped death by the whiskers when he was attacked by gunmen suspected to be members of the Boko Haram sect at Shuwa, Madagali local government area of the state.



Madagali has witnessed series of terrorists attacks recently and the governor had gone to the area to commiserate with the people when unknown gunmen fired gunshots into the air as the governor was addressing the people.

Eyewitness account said that moments after the Governor had received the microphone to address the people, two gunmen in military uniform emerged from the crowd and shot thrice into the air.


According to the eyewitness, before then people have started shouting ; They are coming! They are coming!! They are coming!!! referring to the Boko Haram insurgents.

In the ensuing confusion, the governor was quickly rescued and ferried away by his security aides as some vehicles in his convoy rammed into one another.

Ghana gives hospital 14 days to find ‘missing babies’

Ghana’s health minister has given a hospital in the city of Kumasi 14 days to produce the bodies of five babies that were allegedly stillborn.


Seven people were charged with stealing and conspiracy to steal a baby from the Komfo Anokye Teaching Hospital earlier in February.

Suwaiba Mumuni, whose baby is among the five missing, told the BBC she believes her child is still alive.

The hospital, the second largest in Ghana, has denied the allegations.

The BBC’s Sammy Darko in the capital, Accra, says the case of the missing babies has caused outrage in Ghana.

Youths stormed the hospital in Kumasi, 270km (167 miles) north-west of Accra, on Thursday, temporarily closing the maternity wards, he says.

‘Overwhelmed’

Ms Mumuni said after she gave birth on 5 February, she was told that her baby was stillborn and it was taken away by attendants.

When her relatives arrived later in the day to collect the body for burial, it could not be found, she said.

“The only news I am expecting to hear is that my baby has been found,” Ms Mumuni told the BBC.

“They told me my baby is dead, but they have not been able to produce the body… I am confident my baby is alive.”

The bodies of another four babies allegedly delivered stillborn that day are also missing.

“The ministry will leave no stone unturned until the truth is established,” Health Minister Sherry Ayittey said in a statement.

Ms Ayittey said the hospital had 14 working days to find the bodies of the babies “for burial by the families”.

Staff at the hospital, who spoke on condition of anonymity, said they often felt overwhelmed and there were inadequate resources to deal with demand.

FG Urges Polytechnic Union to Call Off Faculty Strike

The Federal Government has urged the Governing Councils of Federal Polytechnics to prevail on striking lecturers of the institutions to accept the offer made them.


The Federal Government had offered N40 billion for the payment of CONTISS 15 arrears in two installments. The Supervising Minister of Education, Chief Nyesom Wike, made the call on Friday at a meeting with the chairmen of the Governing Councils of Federal Polytechnics in Abuja on Friday.


He said the government was determined and remained committed to the payment of CONTISS 15 in two instalments, with the first in March and the second in November. He said that the Federal Government’s offer also applied to striking members of staff of Federal Colleges of Education.


The two installments of the payment of the arrears to both polytechnics and colleges of education was put at N40 billion. “At an exhaustive meeting with the Academic Staff Union of Polytechnics, ASUP, we agreed on the two installment payment of the CONTISS 15. We have since raised a memo to the President to this effect. I took the risk of committing government because we are deeply worried over the prolonged strike. Thereafter, ASUP wrote to inform us that they have rejected this offer.


“As chairmen of Polytechnic Governing Councils, we ask that you communicate our commitment to adhering to the schedule of payment. All the processes are on and we are committed to resolving the strike action.’’


Wike called on the chairmen of Governing Councils of Federal Polytechnics to prevail on striking Polytechnic staff to accept the offer to pay outstanding CONTISS 15 arrears in two installments. He said that their acceptance would lead to the immediate resolution of the ongoing strike and stressed that the Federal Government was unhappy that polytechnic students were at home.


The Office of the Secretary to Government of the Federation is said be concluding work on the release of the white paper on the report of visitation panels to the institutions.


The minister added that work on the Needs Assessment for polytechnics and colleges of education were about being concluded. According to him, the Jonathan administration will tackle the rot in the institutions the way it is implementing the Needs Assessment report on universities. He, however, appealed to unions of polytechnics and colleges of education to focus on the welfare of their members and not on the appointment of rectors and provosts.


Chief Ebenezer Babatope, Chairman of the Committee of Chairmen of the Governing Councils of Federal Polytechnics, commended the determined efforts of the minister to resolve the strike by polytechnic staff. Babatope said that with the detailed briefing by the minister, the governing councils would inform staff of their respective polytechnics on the commitment of the Federal Government to pay CONTISS 15 in two instalments.


He said Nigerian polytechnic staff needed to return to their jobs so that further progress could be made.

Jonathan re-appoints Aminu NITT DG

President Goodluck Jonathan has re-appointed Dr Aminu Yusuf as the substantive Director-General of the Nigerian Institute of Transport Technology, Zaria, Kaduna State, for a second term of four years.



A statement by Mr Paul Mshelizah, the Chief Public Relations Officer of the institute, said that the reappointment would take effect from March 19, when the first term would expire.

The statement said the renewal of the tenure was contained in a letter by the Minister of Transport, Sen. Idris Umar, and signed by the Permanent Secretary, Mr Nebolisa Emodi.

Aminu was first appointed as the Director-General and Chief Executive of NITT on March 19, 2010.

He had within the first tenure contributed to the development of not only the institute but the transport industry in general, the statement said.

Some of his achievements included stabilisation of NITT long term programmes by affiliating the Post Graduate Programmes of the institute to Ahmadu Bello University, Zaria.

The statement added that the appointee had expanded activities and programmes of the institute to enable it to achieve its full mandate.

Aminu had also created additional departments and increased the institute’s partnership and collaboration with local and international organisations.

Cultists kill LAUTECH student, mutilate body

A 100-level student in the Department of Transport Management at the Ladoke Akintola University of Technology (LAUTECH), Ogbomoso, Mba Ikechukwu, has been killed by cultists.



His body was mutilated.

It was learnt that the cultists stormed Mba’s hostel on Tuesday evening and shot into the air many times.

Sources said they went into Mba’s room, where they shot him and removed his arms.

Mba’s body was deposited in the mortuary by the police.

The university’s management met with security agencies on Wednesday on how to apprehend Mba’s killers and tighten security in hostels.

LAUTECH is an off-campus institution.

Security has been beefed up in hostels.

Student held a peaceful rally on campus to mourn Mba and sensitise one another on the ills of cultism.

Academic activities are going on smoothly at the institution.

The Dean of Students’ Affairs, Dr. Tunde Olabiyisi, debunked rumours that the institution had been closed for two days (yesterday and today) to douse tension.

He said: “You can see for yourself that the campus is peaceful and students are receiving lectures. There is no disruption whatsoever. Everywhere is peaceful. The incident happened outside the campus and appropriate actions are being taken.

Students flee boarding houses in North east Nigeria

Terrified students in northeast Nigeria have fled boarding schools after an attack by suspected Boko Haram extremists in which 59 students were shot and hacked to death and the whole school razed.



Students refused to stay overnight in their schools and colleges in the wake of the attack on the Federal Government College in Buni Yadi, Yobe state on Tuesday.

“Most students of boarding secondary schools have vacated their hostels and moved back to their homes after news of the Buni Yadi attack,” Yunusa Ahmed, who lives in the state capital Damaturu, told AFP.

Ahmed’s son is currently studying at the city’s Government Secondary School but has now moved back home along with two classmates.

“They went to school today (Wednesday) but returned after classes ended because they are too afraid to sleep in the school for fear of a Boko Haram attack,” Ahmed said.

Boko Haram, which translates roughly from Hausa as “Western education is sin”, rejects a so-called Western curriculum and has burnt hundreds of schools in its four-and-a-half year fight to create an Islamic state in the north.

Last October Yobe state authorities said Boko Haram fighters burnt down 209 schools, causing damage worth an estimated $15.6 million (11.4 million euros).

The attacks are taking their toll on education in a region that already lags behind the rest of Nigeria in social and economic development.

- ‘Callously murdered’ -

President Goodluck Jonathan, in a televised address to the nation on Wednesday evening to mark upcoming celebrations for the centenary of Nigeria’s unification, said the students were “callously murdered”.

United Nations Secretary General Ban Ki-moon said he was “deeply concerned about the increasing frequency and brutality of attacks against educational institutions”, adding that “no objective can justify such violence”.

A student at GSS Damaturu, who gave his name only as Mubarak, said students fled their dorms in fear of further attacks.

Last June seven students and a teacher were shot dead in the school when Boko Haram opened fire on a dormitory.

“We are afraid of a repeat of the horrifying incident of last year,” Mubarak said.

Tuesday’s attack was the fourth such raid on schools in Yobe state by Boko Haram in the past year.

In September insurgents dressed in military uniform opened fire on student hostels at an agriculture college in Gujba, killing 40.

The Federal Government College, a girls’ school in Yobe state’s commercial hub Potiskum, was shut indefinitely after concerned parents took their daughters home, fearing it could be hit next, a teacher at the school said.

“The school management sought approval from higher authorities for the closure of the school because of the massive withdrawal of students by parents, despite assurances by the school management,” said the teacher, who asked not to be identified.

Students have also fled at least two other boarding schools in the town, say locals.

The fear of renewed violence was heightened by claims that the attackers of Buni Yadi were spotted in a nearby village afterwards, Kabir added.

In July last year, Boko Haram gunmen broke into a secondary school in Mamudo village outside Potiskum, opening fire and throwing explosives into dormitories, killing a teacher and 41 students as they slept.

Students of Bukar Abba Ibrahim University in Damaturu have also abandoned their halls of residence.

“The attacks on secondary schools are a clear warning to us in the university because if the attackers could murder secondary school children one can only imagine what they would do if they attack a university,” said student Bashir Sani.

Many are staying with friends in the city. Only a few with nowhere else to go still sleep at the college, he said.

I won’t defect from PDP again, says Fayose

A former Governor of Ekiti State, Mr. Ayodele Fayose, on Thursday vowed not to defect from the ruling Peoples Democratic Party even if he loses the party’s governorship ticket to another person.


Fayose was at the national headquarters of the party in Abuja on Thursday, where he picked the nomination form, which will enable him contest the party’s governorship primaries slated for March 15.

Speaking with journalists shortly after picking the form,which cost N11m, Fayose said that it would be too late for him to move to another political party.

He added that if it was the Will of God for him to be the party’s candidate, there was no one who would stop him.

According to him, “This year, I will be 54. It is too late to cross carpet to any other political party.

“Even if the party does not pick me, I will not defect. I will still work for the party.

“Whatsoever is yours will not pass you by. If it is the will of God that I will be candidate of the party, in whatever manner the party goes about it, it will happen.

“And if it is not the will of God, I will still stand by the PDP. This is not a political statement. Is it APC that I want to go to? It is too late. I am no longer a small boy.

“I am a former Governor, so I have to take it in good fate. I believe I will be victorious either way.”

He alleged that the All Progressive Congress operates like a cult and that it is usually difficult for members of the party to trust new members.

Apart from that, he said new members in the opposition party were usually kept in the cooler without being allowed to play any significant role.

Fayose said, “APC operates like a cult. They don’t bring in new people, the moment they bring you in, they will just put you in the cooler.

“I am a living witness of that experience. The moment leader of the party is telling you Walahi Talahi, I promise you Mecca and so on, it will end up in lies.

“For me, anybody cross carpeting is wasting his time. What God will do for us, he will do. It’s going to be a struggle and I tell you, PDP will win the South-West.”

Obasanjo, Buhari, Babangida shun centenary event

Three of President Goodluck Jonathan’s predecessors -  ex-President Olusegun Obasanjo; ex-Heads of State, Maj. Gen. Muhammadu Buhari (retd.) and Gen. Ibrahim Babangida – as well as President of the Senate, David Mark, were on Thursday absent from the country’s centenary being held in Abuja.


They did not attend the international conference held as part of activities marking the centenary, which was attended by about 30 heads of governments and international organisations.

But another three former leaders, Gen. Yakubu Gowon, Alhaji Shehu Shagari and Chief Ernest Shonekan, as well as ex-Vice President Alex Ekwueme and a former Chief of General Staff, Lt.-Gen. Oladipo Diya (retd.) attended the event.

The conference tagged, “Human Security, Peace and Development: Agenda for 21st Century Africa” was held under tight security at the International Conference Centre, Abuja.

Other dignitaries in attendance included the Speaker of the House of Representatives, Aminu Tambuwal; Deputy Speaker, Emeka Ihedioha; state governors; security chiefs; former Secretary-General of the Commonwealth, Chief Emeka Anyaoku; National Chairman of the Peoples Democratic Party, Alhaji Adamu Muazu; the chairman of the party’s Board of Trustees, Chief Tony Anenih; members of the diplomatic corps, members of the National Assembly, members of the Federal Executive Council and other top government officials.

The heads of governments in their goodwill messages commiserated with the Federal Government and Nigerians on the Tuesday killing of schoolchildren in the Federal Government College, Buni Yadi, Yobe State.

They urged Nigerians to unite against terrorists, saying no nation could develop in an atmosphere of violence.

Meanwhile, civil servants and other workers with offices located on Herbert Macaulay Way, Central Business District Abuja, the same neighbourhood with the venue of the event had difficulties accessing their offices on Thursday because of the tight security.

Many of them were forced to park away and trek to their offices as traffic was diverted.

Armed security operatives were deployed at strategic points in the area.

Cynthia: Defendants planned murder days before victim arrived Lagos –Witness

A prosecution witness, Joseph Edo, yesterday, told a Lagos High Court that alleged killers of Facebook lover, Cynthia Osokogu, planned their dastardly act days before she was  murdered.


Led in evidence by Lagos State Attorney General and Commissioner for Justice, Ade Ipaye, the witness detailed how the second defendant, Olisaeloka Ezike, went to Agboju Market at the instance of Okumo Nwabufo (first defendant) to procure chain and sellotape, which they allegedly used in terminating the life of their victim.


“It is the defendants’ stock-in-trade to invite women to hotels, drug and rape them”, Edo told Justice Olabisi Akinlade.


Okumo and Ezike, the witness alleged, actually planned to murder Cynthia on her arrival in Lagos.


“From my investigation,” he said, “I discovered that the first defendant sent the second defendant to Agboju Market to buy the instruments they used for the operation – chain and sellotape – few days before Cynthia was killed. The second defendant (Ezike), after getting the items and while still at the market, used his phone to snap them and forwarded the picture to the first defendant (Nwabufo).


“He equally sent Nwabufo a text message from his phone asking if,  ‘this was the chain and sellotape you asked me to buy?’


“Nwabufo replied Ezike that it will be okay for the job. The messages are all in their phones,” Edo alleged.


The third defendant, Orji Osita (a pharmacist), Edo stated, aided the primary suspects to commit the crime when he allegedly supplied them the Rohypnol used in subduing Cynthia before they ended her life.


The witness also  said that the fourth defendant, Nonso Ezike, dishonestly received Cynthia’s Blackberry phone from his elder brother, who is the second defendant.


Meanwhile, Justice Akinlade has admitted the confessional statements of Nwabufo and Ezike and the video evidence made at Festac Police Station on August 20, 2012.


The defendants had earlier, objected to the admissibility of the pieces of evidence, alleging  they were obtained under duress.


But ruling on the objection, Justice Akinlade held that the defendants’ claims of being forced through torture to confess to Cynthia’s murder were concocted as there was no evidence placed before the court to back their allegations.


The prosecution, the judge held, proved beyond reasonable doubt that the statements were voluntarily made. A scrutiny of the confessional statements, Justice Akinlade ruled, did not show they were made under duress.


“The defendants were questioned in an open place and were also asked by the Area Commander if they made their statements voluntarily, which they attested in the affirmative.


“Moreover, from the video evidence, the defendants looked well and untortured. It was when the Area Commander realised their narration was the same as contained in their confessional statements that he requested for a cameraman to video them,” Justice Akinlade held.

Sanusi Lamido Suit: Court Fixes March 21 for Hearing

A Federal High Court in Lagos on Friday fixed March 21 to hear a motion filed by the suspended  Governor of Central Bank of Nigeria (CBN), Malam Sanusi Lamido Sanusi, seeking enforcement of his fundamental right.


Lamido had filed the suit through his counsel, Prof. Yemi Osibanjo (SAN), seeking an order restraining the police and officers of the State Security Service (SSS) from arresting, detaining or otherwise harassing him.


Joined as first to third respondents in the suit are: The Attorney General of the Federation (AGF), Inspector General of Police (I-G) and the SSS.


When the case was mentioned on Friday, Justice Ibrahim Buba adjourned it to March 21 for hearing, following an application for adjournment moved by counsel to all the respondents. Counsel to the AGF, Dr Oscar Nliam, holding the brief of Chief Mike Ozekhome (SAN), informed the court that his office had just been briefed on the matter.


He told the court that they were yet to receive all the processes filed by the applicant, and therefore prayed the court for a short adjournment to enable him collate all processes.


Counsel representing the I-G, Mr Chukwu Agwu, on his part, informed the court that he was only notified last night by his boss from the Force Headquarters that the suit will be coming up in court. He said that the second respondent was yet to receive the processes and also prayed the court for an adjournment to enable him look at the processes when they arrive.


In the same vein, counsel representing the SSS, Mr Ahmed Musa, also aligned himself with the submissions of his colleagues, adding that an adjournment will be to their favour especially as parties were still within time of filing.


Counsel representing the applicant, Mr Kola Awodehin (SAN),, did not object to the prayers for adjournment, but noted that the suit bordered on fundamental rights enforcement and ought to be dealt with expeditiously. Justice Buba, however, in a short ruling, adjourned the case to March 21 for hearing.


The court had on Feb. 21, granted an interim order of injunction, restraining the respondents from arresting, detaining or harassing the applicant, pending the determination of the motion on notice. The interim order was sequel to an affidavit of urgency filed by the applicant on the same date.


The court had also granted the applicant leave to serve the originating summons and other accompanying court processes on the respondents.

Gov Amaechi is a kidnapper - PDP

The Rivers State Chapter of the Peoples Democratic Party has accused the state Governor, Mr. Rotimi Amaechi, of masterminding the kidnap of the Chairman of the party in Port Harcourt Local Government Area, Mr. Ikechi Chinda, a former member of the House of Representatives, Mr. Chinyere Igwe and Mr. Allwell Ihunda.



The state Chairman of the PDP, Mr. Felix Obuah, said the three members of the party were abducted by unidentified gunmen at about 8pm on Wednesday around Eagle Island axis of Port Harcourt.

Obuah, who spoke with newsmen at the state PDP secretariat on Thursday, alleged that Amaechi and the All Progressives Congress-led government were responsible for the kidnap of the party members.

He expressed surprise that the governor was playing politics with the security of lives and property and branding his political opponents his worst enemies.

Obuah said, “After a very careful examination of the circumstances surrounding the abduction of our party leaders, the party believes that the abduction was masterminded by Amaechi and the APC-led government in the state.

In her response, the state Commissioner for Information and Communications, Mrs. Ibim Semenitari, described the PDP as insensitive for playing politics with the lives of their members.

Semenitari said the state government condemned the abduction of three members of the PDP and appealed to the state Commissioner of Police, Mr. Tunde Ogunsakin, to ensure the release of the victims and arrest of those behind the act.

Reacting to the abduction of the three PDP members, the state Commissioner of Police said the State Police Command was aware of the incident and was working round the clock to ensure the release of the victims and arrest of those behind the act.

Jonathan’s broadcast on centenary misplaced – APC

The All Progressives Congress (APC) has sharply criticised President Goodluck Jonathan for devoting his broadcast to the nation on Wednesday night to the centenary celebrations instead of the national tragedy involving the cold-blood murder murder of over 40 school children in Yobe state.


In a statement issued in Lagos yesterday by its Interim National Publicity Secretary, Alhaji Lai Mohammed, the party said that  the President’s action sends a wrong signal to the world about the value which the Nigerian government places on the lives of the nation’s children.


It wondered what was so important about the centenary celebrations that it would be elevated over and above what in any nation would be considered a monumental tragedy, describing the President’s broadcast as insensitive, misplaced, and an embarrassment to the nation.


“Even as the nation is still counting the death toll from Monday night’s senseless and gruesome murder of our children, and the ceaseless killings of innocent civilians before that, the President has already switched into a celebratory mood, dwelling on the money-wasting centenary-celebrations instead of leading a clearly distraught nation in mourning.


“Nothing better illustrates the fact that the President showed more concern about the centenary celebrations than the calamity that befell the nation than the mention, in only about three paragraphs, of the tragedy in a speech that spanned over 40 paragraphs.


“This is very sad indeed, considering that President Jonathan is the head of a government that has failed woefully in ensuring the welfare and security of Nigerians, especially those of our children, which is the very reason for the existence of any government,” APC said.  The party stated “now that the President has goofed again, he should quickly make amends by visiting the scene of the tragedy to empathize with the families of the victims as well as the government and people of the state.”


It said, in case President Jonathan was still in doubt on whether or not to take a trip to Yobe, and indeed Borno, where hundreds of innocent citizens had been dispatched to their early graves by rampaging insurgents in the past few weeks, he should take a cue from what other Presidents do in times like this.


“In the US, for example, President Barack Obama was his country’s ‘consoler in chief’ as he visited scenes of the tragedies that occurred in his country since he assumed office, whether it is the school massacre in Connecticut, the mass shooting in Fort Hood,Texas or the tornado in Joplin, Missouri.


“While the nation waits for the President to hit the road to Yobe and Borno, we call on the federal government to massively scale down the centenary celebrations, if it does not want to cancel them. It is incongruous, unconscionable, unacceptable and an assault on our collective humanity to be celebrating, throwing fireworks and popping champagne cocks when the ashes of our children, who were slaughtered and burnt to death for no fault of theirs, are still so fresh,” the APC said.

NNPC accounts too difficult to probe – ICPC

The Independent Corrupt Practices and other Related Offences Commission on Thursday told the Senate that the accounts of the Nigerian National Petroleum Corporation were too sophisticated for it to investigate.


The anti-graft commission said it would require the services of financial experts to investigate the government oil corporation’s accounts.

“The account of NNPC is so sophisticated that it would require hiring financial experts to study it for needed investigation, the cost of which however cannot be afforded by us due to underfunding, ” chief executive of the ICPC, Prof. Olu Aina, said while defending the commission’s budget before the Senate committee in charge of the nation’s anti-graft agencies.

Aina said the ICPC had refrained from investigating the NNPC accounts over the years because doing so was beyond its capacity.

The oil corporation has always been at the centre of suspicious management of funds derivable from the nation’s oil wealth, including a recent allegation of the suspended Governor of Central Bank of Nigeria, Lamido Sanusi that the corporation failed to remit $20bn oil money to the Federation Account.

Meanwhile, ICPC’s sister outfit, the Economic and Financial Crimes Commission said it was awaiting the report of the on-going probe of the alleged missing oil funds by the Senate before beaming its searchlight on the NNPC accounts.

Chairman of the EFCC, Ibrahim Lamorde, told the senators during the defence of his agency’s 2014 budget that the issue relating to the alleged NNPC missing oil revenue was already being investigated by the National Assembly and that his agency would have to wait for the report of the investigation.

Lamorde explained that his agency commenced the fuel subsidy investigation and charged many people to court after the National Assembly had concluded and forwarded its report to his office.

He said, “For every investigation, once the National Assembly is on it we have to wait until they conclude.

“We can’t just jump into something that is still being investigated by the National Assembly. It would be a mob kind of thing. There must be a sequence of events that would lead us to taking decision.

“Let the hearing of the National Assembly be concluded. Normally when it is concluded it is forwarded to us for investigation. I think people are in a hurry. We know that is what people want to hear but we don’t do investigation based on media reports.

“When we are ready to charge the individuals to court we would do so. But when the investigation is going on let it be concluded. Otherwise we will jump into a market place situation where everybody is shouting at the same time.

“Law enforcement investigation is not like that. It’s supposed to be systematic and you work towards getting evidence to sustain your case if eventually you go to court. You can’t just go to court based on assumptions.”

Lamorde explained that his officers had gone very far with some of its investigations on oil subsidy and that “very soon when we are ready you will see us in court.”

He noted that various figures emerged when the oil subsidy controversy started and that his agency was faced with about three figures.

He said, “One figure would emerge today, it would change to another figure tomorrow and we will arrive at another figure the next day. Now we have settled more or less on $20 bn.

“The Minister of Finance said that they wanted to commission an audit firm to do a forensic auditing of the finances of the NNPC. You need a professional firm to handle this. This is not a common investigation.”

Soldiers flee as Boko Haram kills 37 in Adamawa

Last Tuesday it was Yobe State where 59 schoolchildren were massacred. On Wednesday, the bloodletting extended to Adamawa State where Boko Haram terrorists, armed with rocket-propelled grenades nearly sacked four communities.



An official death toll in the attacks was not available as of 9.40pm on Thursday. But the British Broadcasting Corporation Hausa Service put it at 37 while the Agence France Presse reported 33.

Banks, shops, part of a local government secretariat and houses were reported to have been looted and burnt during the six-hour simultenous raids on the three communities – Michika, Gulak , Shuwa and Krichinga – by the militants.

It was gathered that in Shuwa, Madagali Local Government Area, a repeat of the Yobe massacre was averted when the insurgents attacked the Christians Teacher College, Christian Secondary School and a Catholic Convent.

A resident told The PUNCH that the head of the Christian Secondary School, on hearing gunshots in the community, advised his pupils to run into nearby bushes to avoid being killed by the terrorists.

The resident, who declined to give his name, added that when the hoodlums eventually arrived and saw the school deserted, they burnt down almost all the structures on the premises.

He however did not say if all the pupils came out of the bushes unhurt since the incident took place at night.

A pastor in Shuwa told the AFP that soldiers retreated when the armed insurgents invaded the community.

“When the soldiers at the military checkpoints saw the number of the attackers, they retreated into the nearby bushes as the gunmen operated without challenge during the operation that lasted throughout the night,” the cleric said.

It was also gathered that among the over 20 persons killed in Shuwa, was a priest at St. Augustine Catholic Church.

The home of a former commissioner in the state, Idris Nuhu, was among those burnt in the community.

In Michika, Michika LGA, another group of Boko Haram gunmen burnt three banks, a police station, part of the Michika LGA secretariat and shops.

A resident, who identified himself simply as Fide, told the News Agency of Nigeria, that the attackers, who arrived in nine vans firing guns and throwing explosives, killed a banker and a villager.

Fide said, “They burnt three banks, a police station, shops and part of the Michika LGA secretariat.

“One of the dead body is that of a member of staff of the Bank of Agriculture.”

Some other residents of Michika said they slept in the hills and nearby bushes during the mayhem that lasted for about five hours.

The BBC Hausa Service quoted witnesses as saying that some of those killed in Michika and Shuwa either had gunshot wounds or had their throats slit.

The Chairman of the Michika LGA, Ulama Maina, confirmed to journalists that banks, police station, shops and some houses were torched.

Maina however did not give the casualty figure.

The spokesman for the 23rd Armoured Brigade, Yola, Capt. Ja’afaru Nuhu, who also confirmed that communities in Madagali and Michika LGAs were attacked, told NAN that details of the incident would be released at a later stage.

Grace Hassan, an indigene of Michika, told The Punch that the attacks that started at about 8pm lasted till 2am, adding that information at her disposal indicated that the mayhem sent fears into the hearts of residents of Lassa, a neighbouring town in Borno State.

According to her, the residents of the community fled into the bushes to avoid being killed.

A resident of Lassa, Peter Satumari, said many of them fled their homes into the bushes when the sound of gunshots and explosives were becoming unbearable.

Satumari said, “No one could sleep because of the sound of gunshots which we thought were being fired from our village. We had to run into the bushes believing they might come to attack our houses.

“It was later on Thursday morning that we saw smoke billowing from afar and got to know there were attacks in Shuwa, Gulak and Michika, all in Adamawa State.”

It was also gathered that the sect attacked Krichinga, a village about five kilometres east of Shuwa. There, four people lost their lives and many were injured.

A furious governor of the state Gov. Murtala Nyako suggested there must be collusion with the Boko Haram terrorist network.

Nyako, a former navy chief of staff, said the attacks ridiculed President Goodluck Jonathan’s insistence that the military was winning the war against Islamic militants.

When Borno state Governor Kashim Shettima claimed that Boko Haram fighters were “better armed and better motivated,” than the troops fighting them, Jonathan upbraided him.

The Defence Headquarters has however launched what it described as specialised campaign against the Boko Haram insurgents.

The Director of Defence Information, Maj.-Gen. Chris Olukolade, said during a news conference in Abuja on Thursday, that the campaign had already taken off in Borno, Yobe and Adamawa states which are under emergency rule.

He explained that part of the arrangement was to pursue and prevent the insurgents from escaping from the country.

The Defence spokesman said that terrorists fleeing towards Nigeria’s borders with Cameroun had severely attacked some communities in desperation for food and money.

He said, “The purpose of this briefing is to intimate you with the elevation of counter terrorism campaign in the country. The new approach marks another phase in the operations designed to further contain the terrorists and their activities.

“The specialised campaign which has commenced is being undertaken simultaneously in Yobe, Borno and Adamawa states. This operation is also in furtherance of efforts at apprehending the terrorists and ensuring they do not escape out of Nigeria as they are now desperate to do.

“Unfortunately, however, they have in the course of their flight towards various borders, continued to perpetrate mayhem as noticed in some parts of Adamawa State yesterday (Wednesday), where they attacked communities.

“In desperation for money and food, they looted and burnt banks, shops and filling stations along their way through Michika as they headed for the Camerounian border.”

Olukolade said that three civilians and a soldier were killed in the attacks on the Adamawa communities while six insurgents were gunned down and two captured alive.

He said that the DHQ believed that the insurgents who attacked the Federal Government College, Buni Yadi in Yobe State were the same people behind the Michika onslaught.

Ekiti 2014: Fayose formally joins race

Ahead of the Peoples Democratic Party (PDP) governorship primary scheduled for March 15, former Ekiti state governor, Ayodele  Fayose yesterday  formally signified interest in the party ticket as he  picked  the PDP Expression of Interest and Nomination forms.


His  entry to the race has increased the number of aspirants on the platform of the party to three. Others who have also picked forms  were former Minister of Police Affairs, Caleb Olubolade and Dayo  Adeyeye.


Addressing newsmen yesterday, the former Ekiti state governor declared that he would not be a party to a consensus arrangement being canvassed by certain leaders of the party in the state as against primary for the emergence of the party candidate ahead of the governorship election fixed for June 21 by INEC.


Recall that a meeting last week between the PDP National Working Committee  and  party chieftains led by Professor Tunde Adeniran ended in a deadlock as some of  the aspirants who were part of the delegation could not agree on the  consensus option.


Fayose told newsmen that consensus arrangement was against internal democracy that the national chairman of the party, Adamu Mu’azu has pledged to restore.


“From day one, I have been anti-consensus.”


 


“The party said there would be no consensus and I have always said if you defeat me, I will shake your hands.


“The party has reiterated they would conduct a free and fair primary.”


The former Ekiti state governor further said he would defeat the  incumbent governor of the All Progressives Congress (APC) Kayode  Fayemi, as he claimed  that “Fayemi’s government is far removed from the people”.


“The South West is not the home of APC. Don’t forget that APC operates like a cult.  If they bring you,  they put you in the cooler.  I am telling you PDP will win Ekiti state”.


He admonished the party national leadership to create a level playing field for all aspirants seeking the PDP ticket and further assured the party faithful that he would not dump the party, if defeated at the primary.


“It is too late for me to cross carpet.  If I don’t win, I will not cross carpet.  I am no longer a small boy, a former governor, 54 years, and I want to take the decision in good faith.”

2015: Jonathan, Mu’azu, S/West PDP leaders in crucial meeting

Poised to gain lost grounds ceded to opposition parties during the 2011 general elections, President Goodluck Jonathan and the leadership of the Peoples Democratic Party (PDP) from the South-West geo-political zone on Wednesday night in Abuja vowed to recapture the region which many political observers believe will play a deciding role in 2015.


The meeting which was held at the private residence Chief Bode George in Maitama, also had in attendance the Chairman of the Board of Trustees (BoT) of the PDP, Chief Tony Anenih, the National chairman of the party, Alhaji Adamu Mu’Azu and other critical stakeholders of the party from the South-West. The leaders vowed that no stone will be left unturned on plans by the party to regain the South-West in 2015. To this effect, President Jonathan and the South-West leaders took concrete decisions on how to fully regain the South-West, starting with the governorship elections in Ekiti and Osun States scheduled for this year.


Jonathan’s meeting with the leaders was prompted by a special dinner organised by the South-West leaders for the newly appointed Chief of Staff to the President, Brigadier-General Jones Oladehinde Arogbofa (retd).


The Special Dinner also had in attendance Minister designate, Chief Musiliu Obanikoro.


 


the newly appointed Director General of the Nigerian Television Authority (NTA), Sola Omole and others.


President Jonathan who was represented by his Deputy, Architect Namadi Sambo said with the nature of the prompt responses by the leaders, there are indications that the PDP in the South-West was more prepared to take over the region by 2015.


Sambo, clad in snow white agbada with a brown Yoruba cap, said the appointment of General Arogbofa and others from the south-west into the federal cabinet was a fulfilment of the promises earlier made by President Jonathan, just as he indicated that the President would still do more for the zone.


Sambo lamented the loss of the South-West by PDP to the opposition party as he attributed the short-coming to absence of unity among the PDP leaders in the zone.


He charged the south-west leaders not to allow the All Peoples Congress (APC) a space in the coming elections in Ekiti, Osun and the next general election.


Sambo likened the APC acronym to some drugs which, according to him, had been banned in Nigeria, suggesting to the PDP South-West leaders to continue to treat the APC as a party that had literally been banned.


Earlier, the PDP Board of Trustees Chairman, Chief Tony Anenih noted that with the caliber of Yoruba political actors and the desires they were radiating for PDP at the meeting, he was rest assured that party would soon regain the south-west.


Like the vice President, Anenih blamed the loss of South-West by PDP on internal wrangling among the leaders, while he charged the PDP leaders in the region to close ranks for the benefit of the party in future elections.


Anenih added that for PDP to regain the lost grounds in the South-West, every serving Minister from the zone would henceforth take over the leadership role by ensuring proper coordination and funding of the party in their zone.


The PDP National Chairman, Alhaji Mu’azu who was accompanied to the meeting by Senator Hope Uzodinma, the Party’s National Secretary Professor, Wale Oladipo and Auditor, Alhaji Adeyanju Adewole, said his personal love for the Yoruba and their ways of life would always prompt him to ensure the return of the South-West zone to the centre by 2015.


Mu’azu canvassed for unity, peace and understanding among the PDP south-west leaders and members, just as he urge the leaders not to leave former President Olusegun Obasanjo behind in their consultations and considerations.


The convener of the meeting and the dinner, Chief Bode George had expressed appreciation to the gesture by President Jonathan in bringing more South-West representatives into the cabinet. According to him, the President did so in response to recommendations to that effect by some Yoruba leaders who had been meeting him.


He said the PDP in the South-West was now better prepared and inspired to wrest power from the APC, vowing that members would do all in their capacity to ensure that the party takes over all the states of the South-West by 2015.


Also present at the meeting were Chief Ebenizer Babatope, Prof Tunde Adeniran, Musiliu Obanikoro, Dr Adesina Akinwumi, Chief Remi Adiukwu, Hon Mulikat Adeola Akande, Chief Martins Kuye, Ayo Fayose, Senator Isiaka Adeleke, Barrister Olusola Oke, Kashamu Buruji, Elder Wole Oyelese, Professor Taoheed Adedoja, Chief Erelu Obada, Engr Segun Oni, Dr Kayode Obambe, Francis Adenigba Fadahunsi, Eddy Olafeso, Chief and Dosu Ladipo.

Nigerian Student Sentenced To Death In Malaysia For Drug Trafficking

A 28 year old Nigerian student, Prince Bartholomew Obitube, has been sentenced to death by a high court in Malaysia for trafficking drugs. The Shah Alam High Court on Feb 26th gave the death penalty to Obitube after he was found guilty of trafficking cannabis, also known as marijuana.


The accused, a student with a private college in Kuala Lumpur, was arrested with 9,189kg of cannabis at Desa Satu Apartment, Gombak on Aug 20, 2011. According to the facts of the case, Obitube was caught by police from the Gombak Narcotic Crime Investigation Department, following a tip off, within the apartment area after he tried to run away with a backpack containing the drugs.

The offense, under the Dangerous Drugs Act in the country, provides a mandatory death sentence upon conviction.

Samuel Eto’ohas laughed off the leaked remarks from Chelsea manager José Mourinho questioning his age, joking that if he can manage a hat-trick against Manchester United “at 37” he must have plenty of years left in the tank.

Boko Haram: Military adopts new tactics

 The Defence Head Quarters (DHQ), yesterday said it has fortified counter measures to contain activities of Boko haram group in the country.


The announcement came following the brutal killing of some school children  at Federal Government College(FGC), Buni Yadi, in Yobe state.


Similarly, the DHQ, said its troops killed six members of the terrorists group who attacked Michika, in Adamawa State Wednesday night, captured two others and destroyed nine of their vehicles.


Director, Defence Information(DDI), Major-General Chris Olukolade, said one soldier and three  civilians lost their lives in the operation to battle the insurgents who in their desperation for money and food looted banks, shops and filling stations along their way through Michika, as they headed for Cameroon.


Olukolade, who made this known at a media briefing held at the Defence Head Quarters, also said that the military has intensify campaign to stop operations of the Boko haram group in the country.


The DDI, while noting that the new approach marks another phase in  the operations designed to further contain the terrorists and their activities, said the specialized campaign which has commenced is being undertaken simultaneously in Yobe, Borno and Adamawa states.


He said “this operation is also in furtherance of efforts at apprehending the terrorists and ensuring they do not escape out of Nigeria as they are now desperate to so”.


On the killing of school children at Yobe, Olukolade, said those who carried out the dastardly act have been “holed up and are still engaged in suicidal fighting apparently with a view to attaining martyrdom status, as troops close in on the die hard ones among them”.


He therefore appealed to indigenes of those states especially those residents at the border area to report any movement of group in their locality, saying this would further enhance the operation and assist in apprehending and eliminating them.

1 killed in Ebonyi cult clash

At least one person has been confirmed dead and property worth millions of naira  destroyed in Okposi in Ohaozara Local Government Area of Ebonyi State following a cult clash in the community.


Sources stated   that the clash was  between some youths suspected to be members of rival cult groups  in Okposi Okwu and Amenuegu Okposi villages.


It was gathered  that trouble started when a group of boys beat up  a girl from Amenuegu village and a boy from the village identified as Nwabueze protested the attack.


The boys were said to have  stabbed Nwabueze to death consequent upon which, youths of Okposi community went on rampage, destroying properties worth millions of naira.


The irate youths allegedly invaded  the shop and residential building of one Chief Nwankwo at Ohammahi Ndiunuhu in  Okposi Okwu, destroying the louvers, doors and ceiling of three building in the compound. They  also allegedly burnt two motorcycles and some domestic animals.


Narrating their ordeal to newsmen, younger brother to Chief Nwankwo, Mr. Lazarus Nwankwo,  said that the boys numbering over 20 and heavily armed, also beat  his elder brother to coma and took him away.


Another victim, Mrs.Okoro Eze  said that the youths burnt all her wares  and poured water on a sick woman aged over 100 years.


Mrs. Okoro, who admitted her son’s involvement in the beating of the deceased, stated that though the family handed over the boy to them, the youths still went ahead to destroy everything in the compound and took away her N12, 000.


The state Police Public Relations Officer (PPRO)  confirmed the incident but  said that  the situation had been brought under control  by the policemen while investigation into the incident was in progress with the aim of arresting  and prosecuting  the culprits.

APC plans rally to counter Imo PDP

Following the successful unity rally organised by the Peoples Democratic Party (PDP) in Imo State, indications have emerged that the rival All Progressives Congress (APC) is planning a counter rally as a damage control mechanism.


It was gathered that APC became jittery following the unprecedented crowd that attended the rally and the unity among PDP leaders evidenced in their working together under the leadership of Senator Hope Uzodinma, who was the chairman of the Central Planning Committee.


A chieftain of APC in the state, Chief Emeka Onwumere admitted that his party needed to do something urgently to counter the PDP unity rally.


But he said the planned state rally by APC was not due to the PDP unity rally where former governor of Imo State, Chief Achike Udenwa, Senators Ifeanyi Araraume as well as Chris Anyanwu and former secretary to Imo State Government, Chief Cosmas Iwu, among others were welcomed back to PDP.


Chief Onwumere however said APC was taken aback the way Senator Uzodimma mobilised the PDP chiefs to work with him and secure the level of cooperation which made the rally a success.


Another APC chieftain, Chief Solomon Njoku, noted that while his party was surprised at the huge PDP rally, it was studying the profile of Senator Uzodimma, whom he described as the arrowhead of PDP’s new life in Imo State.


“Of course, we are aware that Senator Hope Uzodimma is their propeller, giving them imaginary strength. We will now take the battle to him in Orlu zone which you know is also the home of our leader, Governor Rochas Okorocha,” he said.


He also said the re-awakening in the PDP camp, following Chief Uzodimma’s intervention, would make APC to work harder to retain the state in 2015.

Again, Boko Haram attacks Adamawa villages; many dead, casualties unknown

Unknown gunmen on Wednesday night raided three villages in Madagali and Michika local governments in Adamawa state, residents and officials have said.

According to the chairman of Madagali Local Government, Maina Ularamu, who spoke with PREMIUM TIMES over the telephone, the attackers, suspected to be members of the extremist Boko Haram sect, first attacked Kirchiga Village before proceeding to Shuwa town both in Madagali Local Government Area.


“They came to Kirchiga at a little after 8p.m and opened fire sporadically at the people,” he said.

He however could not confirm any casualty‎ figure as at midnight on Thursday.

Mr. Ularamu added that the gunmen also‎ attacked neighbouring Shuwa town, adding that the sounds of gunfire could still be heard in the town as at the time we spoke to him.

Also, a resident of Michika town, who declined to be named for security reasons, told PREMIUM TIMES that he could hear gunshots in the town.

He reported intermittent sounds of gunshots and said most people in the town had run home for safety.

The spokesperson of the Nigerian Army in Yola, Nuhu Jafaru, could not be reached to comment for this story. Calls to him were unsuccessful as his telephone line failed to connect.

Sanusi’s sack: Debating facts or sentiments?

The stormy ending of Mallam Sanusi Lamido Sanusi’s tenure as Central Bank of Nigeria (CBN) Governor did not come as a surprise to many keen followers of recent events around the apex bank. The CBN has in the past few months become a theatre of melodramas, with the suspended governor’s histrionics, featuring very prominently in each episode.

As in melodramas, sensationalism was a very visible feature in the acts, the reason being to appeal to the emotions of Nigerians. Since Sanusi’s suspension, it has become clear that the CBN scriptwriters have successfully appealed to the emotions and sentiments of most Nigerians, who draw judgment from the Federal Government’s action. Sentiments have apparently taken the place of reasoning and objectivist discourse.


Trust that while corporate entities like the CBN have a way of weathering the storms and quickly regaining stability, following a high-profile shake-up like this, the media will characteristically continue to bustle with the subject of Sanusi’s suspension by President Goodluck Jonathan.


Since the announcement of the suspension, there have been waves of comments in the media, profiling the pros and cons of the move by the President. But what appears to be deliberately snubbed is the crux of the suspension itself. There is the overwhelming departure of majority of those challenging the suspension from what I consider the crux of the matter – Federal Government’s allegations of serial infractions and financial recklessness by Sanusi.


Nigerians should make the issues raised against Sanusi by the government the epicentre of the debate. Let us discuss the content of the suspension as in the letter to Sanusi by the Secretary to the Federal Government (SGF).


The argument that Sanusi’s sack stems from the man’s whistle-blowing is as juvenile as it is sentimental. If anything, the suspension of Sanusi will only successfully concentrate international and local attention on the said missing money thereby forcing the Federal Government to take seriously and make more transparent the facts-finding process on the whereabouts of the funds.


Sanusi’s removal has not stopped the fact that the National Assembly is investigating his claims of the missing money. The claim of some missing money cannot be bought wholesale in the first place. By now, there is a question of credibility on his claims, following his faux pas some months ago on a similar claim of some unremitted monies by the Nigerian National Petroleum Cooperation (NNPC).


Sanusi disappointed Nigerians with his reversal of self at the Senate few days after his claim. First, it was $49 billion that he said was missing. He would later reverse himself to $12 billion and further to $10 billion after admitting that he got his figures wrong, and then to $20 billion in what now appears like a prank played on Nigerians by a high-ranking government official as the CBN Governor.


Commentaries should focus on whether Sanusi is liable to the particulars of infractions as enumerated in his letter of disengagement. The proper challenge would be to provide convincing evidences, proving that Sanusi did not persistently contravene Section 15 subsection 1(a) of the Public Procurement Act by engaging in the procurement of goods and services, amounting to billions of naira without the permission of the Bureau of Public Procurement.


It would amount to mere noisemaking to challenge Sanusi’s suspension without providing evidences to the contrary that his spendthrift “intervention projects” were illegal, self-serving and without adherence to the federal character principles as enshrined in the constitution.


By now, Sanusi should have begun to roll out comprehensive facts to the effect that, as against the scathing reports to the President by the Financial Reporting Council of Nigeria, he complied with International Financial Reporting Standards (IFRS) as required by law; never breached the Memorandum of Understanding signed with Deposit Money Banks by unlawfully utilising the banking resolution sinking funds without requisite approvals.


Those close to Sanusi would have told the man that rather than giving the impression of being witch-hunted, the honourable thing to do is to put the records straight on his alleged acquisition of seven per cent shares worth more than N7 billion Naira in a Malaysian Islamic Corporation without the approval of the President and contrary to the CBN Act 2007.


What is Sanusi’s response to his alleged spending of over N1.2 billion on “private guards” and “lunch for policemen”, almost three times of that sum on advertising the CBN, and more than N20billion on “legal and professional fees”? The onus lies on Sanusi to prove government’s claims wrong and unfounded.


Why would you set standards for passing judgment on another man but would not have same standards adopted in judging you? Or has equity ceased to be approached with clean hands? We should shift the discourse to the issues raised by Sanusi’s former employer otherwise the protest against his suspension can only to be taken with a pinch of salt.


Another concern in discussing the Sanusi saga is the man’s of irreverence of authority. Sanusi’s relationship with the Presidency has overtime revealed just how much he may have been contemptuously dealing with his employer, a result of which was his recurring face-off with the President and other high-ranking members of the executive.


Sanusi told The Financial Times of London some years ago that his ambition is to be the Emir of Kano. But as a crowned Prince and one whose ambition is to occupy a seat as revered as that of the Emir, I believe that disobedience to constituted authority and treating of people in high offices with sassiness should feature least in his character.


Sanusi’s attitude since his suspension has further underscored his sheer impudence for authority. It was, therefor,e little wonder that immediately after his suspension, Sanusi found warmth in none other but the open arms of the likes of Mallam Nasir El-Rufai. Following his achievements in government, El-Rufai was my ideal successor to then President Olusegun Obasanjo.


The other gentleman whose style of politics and refinement inspired me, was Mr. Nuhu Ribadu. I held these two in very high regard and thought either of them would do excellently as Baba’s successor.


However, El-Rufai’s playing of politics with almost every national issue has put me off the man, with every due respect to him.


We saw El-Rufai posting on twitter a convoy of Sanusi entering Ikoyi shortly after the suspension as if to say “a hero was back.” This further expressed the arrogance of men who would rather whip up sentiments rather than address salient issues raised.


One expected the likes of El-Rufai to urge Sanusi to depart from sentiments and engage the Federal Government point-for-point, and reason-for-reason. Only in doing this can we have a balanced and informed debate on his suspension. Until Sanuai comes up to counter the claims of massive infractions by him, he has only successfully registered his name in the books of technocrats who saw their offices as veritable platforms to turn politicians.


Instead of dissipate energy on barren talks, I think it is time for a sober reflection for the former CBN Governor. Sanusi should resist the temptation to be dragged into the nonprofit venture of puerile activism as canvassed by El-Rufai.


Until Sanusi can prove otherwise, I believe the President has acted altogether in good faith.
